Description
As a requirement, can an admin be made to go to the ban site and login as admin before his admin will work ?
the admin would only have to do this the first time to ( basicly activate his admin after it is setup in the cpanel)
The reason is ask this is because once an admin is setup, you have to manualy send him an email with his login info, or find him on a messanger.

This is actually really simple.
In the plugin's admin loading code, you should check the lastvisited column to see if the admin has ever logged in, and then if not, skip the admin.
